New five-year strategy to build more homes to ease housing crisis

New Homes England has published its new strategy to accelerate the delivery of more homes to ease the housing crisis.

The Strategic Plan 2025 to 2030 has 6 strategic objectives: 

1. significantly increase new housing supply and accelerate housing delivery across all tenures.
2. deliver the biggest increase in social and affordable homes in a generation.
3. unlock new institutional investment for housing and mixed-use schemes and deliver financial returns.
4. collaborate with partners and local leaders to enable development and regeneration that boosts local economic growth.
5. foster innovation and create market conditions to support a dynamic, diverse, and sustainable built environment and housing sector.
6. ensure homes are safe, secure and decent, and residents safeguarded.  

Building on the government’s 2025 Spending Review, the Strategic Plan responds to what partners have consistently called for – more tailored support, more flexibility, longer-term funding and the ability to support delivery at scale.

The plan puts collaboration with mayors, local leaders and partners at its heart, to deliver high-quality, safe and sustainable homes in thriving, inclusive communities and contribute towards the government’s ambition to build 1.5 million new homes in this parliament. 

Alongside its Strategic Plan, Homes England has published an Investment Roadmap, setting out the agency’s investment themes and priorities that will drive its decision making, alongside more details on the types of interventions it expects to make.
